[Pct] When would you file an Article 19 Amendment?

They can occasionally be useful if you have an obvious typo --AND-- you 
have a positive ISR. That way, you can enter the national stage without 
paying for the foreign associates to amend in each country.

Which is rare, but our Art 19 Amendments docket reminder does mentally 
trigger me to check for that.
