The AAU person lied to you. Under Article 4 of Paris, the Office of
First Filing is supposed to cooperate with things like this regardless
of the (irrelevant) event of the provisional application having
expired. The priority claim should be enabled and honored "whatever may
be the subsequent fate of the application."
I suppose this lie from the AAU person needs to be reported to the
supervisors at AAU. There used to be an online form where you can
report problems with AAU quality of service, see
https://blog.oppedahl.com/what-if-you-were-not-happy-with-service-from-the-application-assistance-unit/
. The USPTO has quietly deleted the online form where you can report
problems with AAU quality of service. That is a great disappointment.
But just follow the instructions in that blog article, sending an email
to the email address mentioned there.
And to the extent necessary, get help from pdx at uspto.gov (which is the
EBC) with getting access granted.
Everyone who is following this discussion of Best Practices for getting
an ECC into one's PCT application is invited to register, if they have
not already done so, for the upcoming comprehensive, live, in-person PCT
seminars. See
