[Pct] Updating Applicant on a PCT

Seems to me that most of the steps set forth below are way lower in the 
priority list than the one step that is far more important --- carrying 
out a SAOSIT analysis and working out whether there is an SAOSIT 
problem.  If there is an SAOSIT problem, then I would drop everything 
else and work on damage control for the SAOSIT problem.
