Hi Charlene,

Yes -- file 26bis with IB. I think David Boundy just said something 
along the same lines. My personal philosophy: use RO/US to get it filed 
when you need the FFL and don't have the time / client cooperation to 
pay for a fully-final provisional that gets you the FFL to file straight 
RO/IB. As soon as a PCT application is transmitted by RO/US to the IB, 
do everything else you possibly can via RO/IB in ePCT. They are, not 
surprisingly, much faster at handling routine administration of PCT 
applications, since that's what they do all day long.

ePCT should have an action for 26bis. If you didn't file in RO/US by 
using ePCT first, my first step would be to get it in ePCT. There are 
some guides for that from WIPO. Of course, as you know, your 
confirmation code is your DAS number / access code.
