Kind of yes, but the question is off target, so I think you're
misunderstanding something fundamental. ePCT is a computer system. ePCT
is the equivalent of Patent Center at WIPO for PCTs. For PCTs, forget
Patent Center, forget uspto.gov. Start at https://pct.wipo.int/ePCT and
work from there. It's really far easier than the PTO's brain dead piece of
junk.

That confirms my conjecture -- that's not ePCT. That's a uspto paper
form. Start at https://pct.wipo.int/ePCT and work from there. You will
have to set up an account at WIPO. I did that once years ago, and I don't
recall how to do it. Maybe start on Carls' blog.
