[Patentcenter] The most recent USPTO wrong-headedness with Patent Center

Folks, I know today is a discouraging day.  It is the day when, sixteen 
hours from now, the USPTO plans to shut down PAIR and EFS-Web, which 
will surely make all of our lives miserable starting tomorrow, and for 
weeks or months after that.
