Yes, the initial EBC response was simply wrong. A few emails later the EBC now agrees that this is a bug and promised to escalate:

Just tried 35/515,642 again, and now that one works for me, too. Then I tried 35/515,641 (which had worked before), and received the “applicationNumberText not matching with DB entry.” error message. Seems the bug is not tied to a specific application but something else.

Yes I tried that one and it yielded that error message. Do you have an EBC ticket number for this one?
In other cases, the error message is “applicationNumberText not matching with DB entry. confirmationNumberText not matching with DB entry.” Try 35/515,642, Confirmation No. 6772.
That case allowed me to create a saved submission.
