[Patentcenter] PatentCenter and Limited Recognition numbers?

Tomorrow, the PTO will publish the final rulemaking establishing a separate design patent bar. The pre-publication copy is currently available on the Federal Register web site.
Why is that relevant to this listserv? Because among the comments was a question asking whether design practitioners' registration numbers would have a letter designation to distinguish them from ordinary registration numbers. The answer was that there would not be a letter designation, but rather a separate numerical series (not sure what that will be). The important thing is that the reason that was given for not using a letter designation is that PatentCenter can't handle letters in the registration number field.
Does anyone know if that is really true? Because if it is, it is a huge problem. As many, if not all, of you undoubtedly know, resident aliens (except Canadians) who are otherwise qualified to practice cannot be registered, but can get "limited recognition." Practitioners with limited recognition have "limited recognition numbers" (it is a rule violation to call it a registration number or to represent one's status as "registered") starting with "L".
Our firm has had such individuals on staff from time to time, although we do not currently have any. There was never a problem with them using EFS. Does anyone have any experience with whether or not PC recognizes limited recognition numbers? If it doesn't, that's one more reason why EFS cannot be retired.
