[Patentcenter] Ridiculous statement on Web Issue Fee form in Patent Center

Has anyone noticed this ridiculous statement on the Web Issue Fee form in Patent Center?

NOTE: The issue fee must be submitted with this form. If payment of the issue fee does not accompany this form, checking this box and providing a deposit account will NOT be effective to satisfy full payment of the fee(s) due.

What does this mean?  If you don't or can't pay the Issue fee due to a glitch, they won't charge your deposit account for the Issue fee?
