[Patentcenter] Problems with First Action Prediction; Link to Patent Center reference guide

To be fair, the first action predictions were pretty useless in determining
when one could actually expect a first action. They typically would stall
at 4-6 months for several months (sometimes for over a year) and then an
action would be counted immediately after the prediction was still stuck at
4-6 months.
