[Patentcenter] why pay Issue Fee again? (was Patent Center Issue Fee Payment Bugs)

I doubt that she is paying the Issue Fee again.

Likely what happened is she paid the Issue Fee, and then the case got 
withdrawn from issue for any of several possible reasons. Eventually 
whatever condition it was that caused the case to get withdrawn from 
issue, that condition got addressed, and now a new Notice of Allowance 
arrives.  When that happens, the application status is that it will go 
abandoned unless the practitioner hands in a signed Issue Fee 
Transmittal (form 85B).  This might or might not be accompanied by money.
