[Patentcenter] Nonsensical Search Limit Error in Patent Center

[Tim Ackermann]

This may be a variant of CP186
<https://patentcenter-tickets.oppedahl.com/#CP186> but I get the "no
customer numbers associated" even when I am just trying to look at
Workbench | View Applications.
