[Patentcenter] Billable Hours Lost

Yesterday because I was so irritated at the number of issues I had, I
tracked my time paying an issue fee. Something that should have been 10
minutes to sign & review the form & submit, it took me over an hour,
including multiple reloads, changing entity size on PC-PAIR, fixing the
assignee issue, and everything through the process of submission.  I charge
a flat fee for issue fee payments & associated work, so my clients won't
see this on their invoice.
