[Patentcenter] Billable Hours Lost

 The nightmare is to be near a deadline for filing or other action, and have Patent Center require excessive time to complete the task, perhaps after dealing with bugs, etc.  Worse if there's a problem which cannot be fixed the same day.  Perhaps a firm would be justfied in charging back part of the surcharge(s) saved by using PatentCenter, or perhaps increasing billing rates for attorneys and paralegals who have invested the time to become proficient in using the system?  If someone could find a way to file a lawsuit under the False Claims Act with a lawyer skillful enough to take it to a successful conclusion with mega-damages established, that should get the PTO's attention.

 Yesterday because I was so irritated at the number of issues I had, I tracked my time paying an issue fee. Something that should have been 10 minutes to sign & review the form & submit, it took me over an hour, including multiple reloads, changing entity size on PC-PAIR, fixing the assignee issue, and everything through the process of submission.  I charge a flat fee for issue fee payments & associated work, so my clients won't see this on their invoice.

We don’t bill here since we are in-house, generally speaking.  Has anyone started to calculate how much time these issues are costing them/their clients?  We have received bills from law firms in the past that included the time they spent uploading the application to EFS (this was a long time ago).
