[E-trademarks] Notification of Notice of Publication

Yes, it takes you to the top item, which sometimes is the record of 
their search or some other document, rather than the OA. But you can 
still get the OA through the drop-down.

But it is very frustrating that it's been broken for months and the 
USPTO doesn't fix it.
