[E-trademarks] Avoid Filing CAR Forms too rapidly

Hello friends,
I recently had occasion to file a CAR form making an appointment of counsel followed later the same day by a CAR form to update the applicant's address. When the address change never materialized in TESS or TSDR, I wrote to the TEAS folks to inquire as to status and was told the following:
Our records show two car forms were filed hours apart on the same day for both registrations. It is advised that a filing should be submitted 24 hours apart to prevent override of submission. If you would like to make further updates to the records you will need to file another CAR form.
How can this possibly be the case at the USPTO, which is somehow able to trace to the minute when new applications are filed?
