I’ve gotten three of these calls.  Each time it was someone with a thick accent and there is a lot of background noise.  I could not make out who they were asking for (so I am not sure if it was one of my client’s names or not).  When they figure out I am the attorney on the application, they hang up.  I agree that is why you don’t put the client’s phone number in.

Marc is right that this is how it happens.

The telephone service providers are supposed to make it impossible for a customer to spoof like this nowadays.  But not all of the telephone service providers follow the rules on this.

Not sure if any of you have reported this, but it’s my first instance of it.  My client received a call today from the USPTO, phone number 571-272-6500. A woman told him that he can start using his mark with the TM symbol. She said that the registration process will be started in the next few weeks and mentioned an additional fee of $425 once registration is started. She asked for his CC information, and he thankfully said that was not paying any additional fees at this time. This IS the phone number for the USPTO accounts receivable department!! How can scammers get the phone number to appear on people’s phones?? This is incredibly concerning!  I called the PTO and probably didn’t speak to the right person but had a ticket created and I also filed a complaint on the FTC website.  The first thing I do when I am unsure if a call is legit is search the phone number- but here it would only indicate that it is the USPTO making this call.
