[E-trademarks] USPTO Unilateral Removal of TSDR Document

Good morning,

Is anyone aware of any rules governing the USPTO's unilateral removal of documents from the TSDR? In particular, I received a Notification of Denial of Transformation in Part and then four months later received a new (different) Notification of Denial of Transformation in Part and the prior notice has been deleted from the record. The new notice does not reference or otherwise acknowledge that there had been a prior notice.
