[E-trademarks] CAR for a 66(a) US Application

Is there a way to have the USPTO send the first office action to US counsel
(not the IR counsel)?

We filed a CAR immediately after a 66(a) filing. About 8 months later, the
first office action had my name and email address in the "To" field, but I
did not receive it. The PTO sent it to the IB. Since the PTO is obligated
to send it to the IB, it seems they will simply ignore a filed CAR.
