[E-trademarks] Missing Notices of Abandonment

I was expecting to receive Notices of Abandonment for a couple of
applications. Fortunately, IP Badger noted that the applications were
abandoned, but three days later, nothing was sent from the USPTO, and TSDR
shows the statuses as abandoned.

These were both applications where SOUs were due, so the missing
abandonment notices are problems with the ITU branch.

Just pointing this out for any of you who might be wondering whether
similar notices should have issued.
