Rachael,
 This also assumes that forcing this kind of user interface on everyone is
required to permit use on a smartphone. That's not the case. I actually
*did* file something years ago on my phone, because I was traveling without
a computer. Was it great? No, but certainly possible. The Chrome browser on
a phone will render non-mobile websites (at least the USPTO). In fact, you
can tell a Chrome browser to show you the "desktop" site.
