[E-trademarks] Justices Skip Review Of USPTO's TM Address Requirement

The Paperwork Reduction Act has its own 60-day notice-and-comment
requirement.  So we'll all be leaning harder on that.  44 USC 3506 and
3507, 5 CFR 1320.8.
