[E-trademarks] Duplicating applications in the new Trademark Center

It's an interesting thoughts,  However, in general, I'm not sure that I
like the idea of the government implementing pay-to-win features (not more
than they already have, at any rate).  I'm also not sure that the proposed
upgrade would really dissuade the problematic bulk filers.  That is, if the
price is low enough for honest practitioners, then it's probably not going
to be that much of a hindrance to the bad actors.  And if the price is high
enough to dissuade some of the bad people, then it's going to be high
enough that a bunch of the good people can't afford it, either.  Unless
your reference to "experiences practitioners" is going to be a requirement,
but then we have to define who counts as sufficiently "experienced," which
could have its own problems.
