[E-trademarks] Duplicating applications in the new Trademark Center

About a month ago, when online Tm payment was down for 2+ days, just before a due date, I updated my
review of TMEP  for alternative filing. I also sometimes copy (print to pdf, Mac) an application—this case just 
before seeking to pay since system had been hanging there on me. Current TMEP for alternative filing sans petition 
will accept the PTO .docx form (Priority Mail was Express) coupled with the fax credit card authorization.

Certain application fees must be paid on the same date as the filing of an application. Failure to pay these fees on the same date as the filing of an application will result in a surcharge for late payment.
