At least with regard to the surcharge for not using the ID manual, this is not a change, as currently a multi-class application cannot be filed as a TEAS-RF application even if only one out of many classes is a free text entry.

The PTO has issued its guide for the new fee schedule, and we now have some answers for questions I’ve seen on the list.  In particular, I note that if you use free form text, you’ll have to pay a surcharge for all of the classes in the application, even if you use the ID manual for all of the goods/services in one or more classes.  However, this is not true of the excess character charge, which only applies to the class in which you exceed the permitted 1,000 characters.

I note also that you can’t fix an additional fee issue by deleting offending language or even an entire class.
