The US application need not be identical to claim 44(d) priority or 44(e) registration—it can have fewer items than the original filing.  So if you can get the applicant to trim the listings in the registration you may be able to avoid the fee (and it’s not bad idea to make sure they aren’t filing for a good/service they don’t intend to provide in the US anyway).

This may already have been “asked and answered”, but:

To avoid the additional $200 fee for “free form text” (which previously was included in the $350 fee for “Standard TEAS”), must we advise our clients with International Registrations that regardless of the goods/services described in those registrations, they now must squeeze the round peg of their goods/services into the square holes of the USPTO ID Manual? Or would that render the US application invalid (and subject to a $100 “insufficiency fee!”) because of the discrepancy between the original, international registration and the attempt to save that extra $200 per mark, per class? So effectively, every Section 44(d) and 44(e) application starts with $550 in filing fees?

Arghh.
