[E-trademarks] Trademark Center pay/submit down?

My default procedure for every filing is to save the submission before
trying to submit or pay. That way, when (not if) the system crashes or
gives useless error messages, I don't have to repeat the entire filing, and
can switch to another browser to attempt it again.
