[E-trademarks] Declaration requirements

We periodically get forced to have a signed declaration in an office action response when none should be needed.

For example, today we had a response which just modified the ID of goods and amended the mark description,  but there was no way to bypass the requirement to sign a declaration.

Could it be because the client signed a paper declaration  which was filed by preliminary amendment, so the USPTO computer thinks the application was not signed?

Has anyone else had this issue?
