[E-trademarks] New PTO glitch

I received a registration notice email this morning.

When I went to download the certificate, it wasn't there. The notification
email was there.

I kept checking throughout the day and about six hours after I received the
notification email, the certificate appeared. I downloaded it and emailed
it off to the client.

Hopefully, your certificate will show up soon.
