[E-trademarks] ITU blocks - paper workaround

Has anyone filed an SOU or extension of time request by paper when blocked
from using the TEAS form because ITU has yet to process a prior filing?

I'm wondering if that would be more efficient than spending hours on hold
trying to get through to TAC, with the possible hope of such a call even
working.
