[E-trademarks] ITU blocks - paper workaround

We have had some luck calling the Examiner, who has no jurisdiction but can call over and nudge it along so that we avoid getting to that point.

Has anyone filed an SOU or extension of time request by paper when blocked from using the TEAS form because ITU has yet to process a prior filing?

I'm wondering if that would be more efficient than spending hours on hold trying to get through to TAC, with the possible hope of such a call even working.
