On a related note, on the other end – once an SOU is reviewed and accepted or a use application gets through the publication period unopposed, I have been noticing registrations issue within about three weeks of that date.  That’s the fastest I can recall because I recall that time frame was more like six weeks to two-plus months. This would be consistent with the expected efficiencies of electronic certificates instead of having to wait for hardcopy printing by a PTO contractor.

I tried to verify this by seeing if the USPTO dashboard quoted any time frames for these final stages but they only quote the periods before that, i.e. initial processing of applications, processing-reviews of responses/amendments, and SOU examinations.

Actually Carl, I looked into the filing path, and do not believe that a mailed or fax filing would work here, as there is no way to pay a fee to trademarks per the following screen capture:

I believe the route that I may have to take is to file a petition to the director to accept the SOU, along with a screen shot showing that I cannot file a TEAS form, and a request for a refund of the petition fee.

The natural next questions include how to pick a filing path.  The simplest and in some ways most predictable is to mail it in with a Certificate of Mailing.  The next thing to wonder is if there is a fax number for this stuff.  As far as I can see, the answer is "no".  Finally, during banker's hours, one could hand-carry it to the Madison building.
