[Patentcenter] Patentcenter pukes on ePCT ZIP file

I am trying to set up a saved submission so that I can file a PCT 
application in RO/US.  Of course I need to follow Best Practices by 
uploading a ZIP file from ePCT.  So I try to upload the ZIP file from ePCT.

Patent Center pukes on the ZIP file, displaying this wholly false error 
message:

Yes, what it says is "Only ST26 XML file is allowed in the ZIP file".

This is new ticket number https://patentcenter-tickets.oppedahl.com/#CP199

Of course the EBC is not open at this time, so I am unable to obtain an 
EBC trouble ticket.
