[Patentcenter] Saturday hours for the EBC?

I stumbled upon this change on the EBC information page:

    9:00 a.m. to 5:00 pm, Eastern Time Saturdays (November 18th –
    December 16th)

Why is the EBC open on Saturdays from November 18 to December 16?  Is 
this somehow connected to the shutdown of EFS-Web and PAIR that happened 
on November 14?
