Hi David,
For expedited results, best to do following:
1. fax file using FAX: 571-270-9959
2. in transmittal sheet, designate: MAIL STOP L&R.
3. if appropriate, file Petition under 37 CFR 5.12B and 5.13 for expedited license filed with a corresponding application.
4. pay $88 fee under 37 CFR 1.17G for small entity.
You should get your FFL in a couple of days, MAX.

Do I recall correctly? I think in EFS-Web you could request a Foreign Filing License almost like filing a provisional application. You called it a "Petition for Foreign Filing License" (instead of a provisional application), uploaded the thing you were going to file, click a few obvious boxes and pay the 1.17(g) FFL fee, and voila, it's done.
PatentCenter doesn't have such a thing. I think I'm hosed until Tuesday morning -- unless one of you knows something I don't.
So far, the best thing I've thought of is to file a provisional with a Petition for FFL but no filing fees, only the 1.17(g) FFL fee. But I doubt that'll set the right attentions for the right people.
Second best is to file my PCT application at RO/US via Patent Center. Yuck.
