[Patentcenter] Patentcenter does not scale well

 Perhaps attributing to "scaling" is conjecture beyond the data.  What's
not disputable is that almost always PAIR could see EFS-Web filings almost
instantaneously.   Almost always.   And also not disputable is that the two
sides of Patent Center almost always have a lag of multiple hours (I had
one that went about 20 hours of nail biting a couple weeks ago).
