[Patentcenter] ADS Domestic Benefit Claims Re-Ordered Out of Order

In case this happens to others, the fix (or non-intuitive workflow) seems
to be:


   1. Delete all benefit claims.
   2. Add benefit claims back in the right order.
   3. If PC changes the order:
      - Delete the out-of-order benefit claims.
      - Add, in the right order, a single benefit claim.
      - Save the submission/progress
      - Go to the workbench and select the saved submission
      - Add the next benefit claim in the right order.
      - Repeat until all benefit claims are listed in the right order.

 Then, take a mental health break before explaining to the client why the
bill is larger than expected.
