[Patentcenter] Question about Patent Center outgoing correspondence XML ("Last Modified" field)

I downloaded the XML for a customer number's correspondence.

The XML includes fields for "lastModified" and "officialDate" (both are dates).  I treat the "officialDate" for a document as the date the document is available to me (what used to be the mailing date).

I noticed that for some applications, the "lastModified" date is after the "officialDate".

Does this mean that for those applications (where the "lastModified" date is after the "officialDate"), a document (PDF or DOCX) that I downloaded on the Official date may not match the document in the PTO (on Patent Center)?

What is the PTO modifying?

Note: I have only seen this for “Issue Notifications” and "Miscellaneous Communication to Applicant - No Action Count," but I have only considered a small sample.

I have not looked at this before, so this may not be new.  (And it may not be new to this group.)
