[Patentcenter] Outgoing correspondence

It's still ongoing.  I can't use patentcenter when I'm logged in. This
happens on two different browsers (including when I use private browsing in
firefox, so there's no cache to clear). I made a short video clip showing
the fast screen changes that I can send you.

I can use patentcrapper when I'm logged out, but that's not really a
solution, as I can't see my unpublished applications.
