[Patentcenter] Outgoing correspondence

Yes I had a situation like this a couple of days ago.  I was trying to 
file a response to an Office Action, with government fee.

I would successfully log in at Patent Center.  So far, so good. Then I 
would click around to upload the response to the Office Action.  This 
would sort of work except sometimes the screen would jump around (with 
no hands anywhere near the keyboard or the touch pad) and would end up 
at a main login page for Patent Center.

I would click around to look at the auto-saved submissions, and there 
was the response that I had uploaded.  Okay, click on that saved 
submission.   Then I would click around very quickly trying to click 
"submit" before the next time that Patent Center went nuts.  Eventually 
after several cycles of this, I managed to click "submit" and I managed 
to e-file the response.

But of course what remained was to pay the government fee. Several 
cycles came and went during which I tried to get to the screen for 
paying the government fee.  No good.

I finally gave up and prepared a form 2038 and faxed it in, to pay the 
government fee.  This was all on September 2.

If there is anything the USPTO is good at, it is collecting fees.  That 
fax got acted upon within one business day (September 3), unlike some 
Powers of Attorney that I faxed in a week ago, that have not yet been 
acted upon.

So yes I did eventually get my response filed despite the flakiness of 
Patent Center that day.
