[Patentcenter] Outgoing correspondence

I took Irving Kayton's course to prepare for the USPTO exam. He said that
if we were given a multiple choice question, and two of the answers were
identical except that one included "pay a fee" and one didn't, the one with
"pay the fee" was always the correct answer.
