[Patentcenter] constant browser refreshes> (was Patent Center is broken?)

Thank you very much for posting this.

But what's annoying is the cluelessness of the USPTO people on this.  My 
browser settings are never anything other than American English.  And 
yet I, too, encounter the programming mistake that leads to constant 
browser refreshes.
