What competent programmer codes so that there could be a sensitivity to
dialect of English? That's house-of-cards programming.
Just relying on my gut feel as a programmer from all those years ago -- I
agree with (what I infer Carl's view to be) -- this is grasping at straws,
looking where the light is good not where the keys are lost, unlikely to
have anything to do with it. I can't say for sure, but this looks like a
wild goose chase.
And if that's really the disease, the treatment doesn't make sense. The
PTO has limited recognition admits in Canada, U.K., India, etc. How can it
be that their native dialect of English isn't accepted? And that it's been
fine for ten years, and suddenly goes bad on one day in October? The
Paperwork Reduction Act requires an agency information collection
activities to be "implemented in ways consistent and compatible, to the
maximum extent practicable, with the existing reporting and recordkeeping
practices of those who are to respond." The PTO doesn't have authority to
say "You can't use Firefox" or "You have to set your browser settings in a
way that messes up 98% of your work."
