What fee are you referring to?  There is no fee for filing an English translation of a priority application.

If I want to pay a mandated fee, e.g. for a translated priority doc, the USPTO can just be lazy and not include it in the e-filing system that they want us to use?
And so I need to spend non-billable time to create and fax in a fee transmittal for that fee?
