[Patentpractice] Patentcrapper saying "viewed by" when it hasn't been viewed

When PAIR was new, they started out this way, wrongly saying a document 
had been viewed when this was false.  I called them on it, and they 
changed it so that it would tell the truth about what had actually been 
viewed.

So yes if Patent Center is lying about what has been viewed (saying that 
more things were supposedly viewed than were actually viewed) then it 
will be important to call them on it.  This is new ticket CP211
