No help for the current case, but if amending the claims to address
formality issues, it may help to include in the remarks a clear statement
that the amendment fixes whatever issues but does not alter the scope of
the claims. That may discourage an examiner from making spurious claims
that whatever new rejection was necessitated by the amendment.

My discouraging experience is that the USPTO sits on requests to withdraw
finality, because they know the clock is ticking and the Applicant will be
forced to file an RCE to avoid abandonment 9at which time they can dismiss
the request as moot).
