Germany also does not accept pre-conversion documents, according to the WIPO table.

The recent PCT Newsletter has a link to a list<https://www.wipo.int/pct/en/texts/preconversion-format.html#U> of ROs showing whether they accept pre-conversion documents-i.e., a copy of the original application before it undergoes any conversion by the RO.

I expected to see many offices that accept ROs and many that don't. Surprisingly, all the listed ROs accept pre-conversion documents except the US and JP. Based on my interaction with the JPO, it seems that they have had a long love affair with officially stamped paper documents (e.g., handwritten power of attorney, which I believe has only recently started to change). I don't know what the USPTO's excuse is. Maybe just incompetence related to government contracting.
