[Pct] Prevelance of Option to Submit Pre-Conversion Document

Thank you so much for posting.


This suggests yet another reason why a US-based PCT filer might prefer 
to file at RO/IB instead of RO/US.  This is in addition to the many 
other reasons why RO/IB is a smart path.
