[Pct] Digitally signed PDF of certified copy of US priority document

I haven't had this exact issue, but close.   (A provisional filed only a
week before the PCT, so not yet visible in DAS.)

For most things of this sort, ePCT lets you just fill in as many blanks as
you can, hit Submit, look at all the warnings, click "yeah yeah yeah I know
stop bugging me," and get your filing date.   I have provided DAS codes
several weeks later.
