[Pct] pre-grant protection under 35 U.S.C. § 154(d) -- 371 national phase in USA

Before they can publish it, they have to acknowledge that they received it,
which currently seems to be taking an absurdly long time for PCT national
entries. One case that was entered 08 February 2024 (and granted a petition
to make special based on age 03 June 2024) is still "Undergoing Preexam
Processing".
